With over fifteen years of distinguished public service at the highest level of the Liberian Government, in January 2014 Mr. Davis returned to the private sector as Sr. Partner in Devin Corporation which he cofounded along with Mr. Milton Weeks in 1992, in July 2016 Mr. Davis reassumed the role of Managing Director for the Firm (he served as the first MD of Devin from 1992 – 1999). As former Chairman of the National Investment Commission (NIC), Mr.
Davis led Government efforts to encourage, promote and coordinate investment activities in the country and also chaired the InterMinisterial Concession Committee, responsible for leading all large investment negotiations. He also previously served as Minister of State without Portfolio and head of the Liberia Reconstruction and Development Committee (LRDC), that led national donor coordination, formulation and implementation of Liberia’s first Poverty Reduction Strategy. He also established and led Liberia’s Philanthropy Secretariat which successfully raised over US$ 50 million through philanthropy to support the country’s health and education sector in addition to
strengthening civil society capacity. Under other administrations, he served as Deputy Minister of Commerce and Industry, Acting Minister of Transport and Coordinator of Liberia’s Economic Financial Management Committee (EFMC). Mr. Davis has also consulted extensively outside of Liberia in the United States, Eastern and Southern Africa.
